Galactic Civilizations

Galactic Civilizations is a galaxy-based strategy video game released by Stardot and set in the future. It puts the gameplayer in the role of leader of United Earth near the dawn of the 23rd century.

As leader of United Earth, you must explore and colonize as many suitable planets as you can, research new technology, negotiate treaties with other civilizations, invest in social programs, build star bases, and, of course, maintain a military fleet to defend mankind.

The most noteworthy feature of Galactic Civilizations is the AI (aritificial intelligence). The computer players are surprisingly realistic and intelligent. There is no multiplayer. Each computer player has its own artificial intelligence routines, and they each have specific and noticeable personalities.

Galactic Civilizations doesn't drown you in the details of running a space empire. The game has a single galactic map that can be customized in terms of size and star density, and all movement and combat occurs on this map.

The first order of the day is to send your survey ship out to scout and collect a variety of randomly placed objects that can grant bonuses. Once you locate a decent planet (anything rated over 15 is good for any race), you drop a few hundred million people on it to get a colony going.

As part of the gameplay, the players must face ethical dilemmas, and they can take multiple paths to master the space by conquering the galaxy militantly, culturally, technologically, and politically. The diplomatic system is very flexible and lets you do much more than just declare war. Anything and everything is up for trade.

This video game has a flavoured 2D visuals which are crisp, not like that for the ships, and its music is just ok. However, there are no voices beyond the narrator at the opening.
